Biography

Stephen Snodgrass has represented government contractors in audits and civil and criminal investigations relating to progress billing, material management, time charging, defective pricing and estimating fraud; represented contractors in negotiations and litigation relating to terminations, both for convenience and for default; represented protestors and interveners in bid protests of federal, state, and local government procurements; advised government contractors on compliance with the FAR and executive orders applicable to government contracts; and advised regarding novation and other government contracting requirements applicable in mergers and acquisitions in which a party to the transaciton is a government contractor. Mr. Snodgrass also has extensive experience representing banks, telecommunications manufacturers, and government contractors in complex commercial litigation.

  • Lockheed Corporation v. Itek Division, Litton Industries, Inc., American Arbitration Association, Boston, Mass.: extra work and delay claims of aircraft modification subcontractor
  • Northrop Corporation v. McDonnell Douglas Corporation, US District Court, C.D. CA: aircraft teaming agreement and antitrust dispute
  • Navy A-12 program: processed convenience terminations of major subcontractors

  • Negotiation and advice regarding acquisition by lease of excess distance learning spectrum from state and local government entities for use in development of a carrier’s nationwide 4G cell phone network
  • Advice to an international consortium of banks and construction companies bidding on an innovative contract with the Missouri Department of Transportation to design, rebuild, and finance 800 Missouri bridges
  • Miscellaneous counseling regarding bidding on government contracts and compliance with the FAR and executive orders affecting government contractors, to government contractor clients and non-government contractor clients contemplating mergers with or acquisitions of government contractors
