Biography

Chris is a Partner in BCLP’s Non-Contentious Construction and Engineering Team. He is experienced in a broad range of commercial construction matters with a particular emphasis on drafting and negotiating industry standard and bespoke form building contracts as well as forward funding agreements, settlement agreements, professional appointments and related documents in relation to a wide range of developments, including commercial, mixed-use and residential properties. He also has extensive experience in providing construction advice to developers, property companies and institutional investors in relation to the funding, acquisition, disposal and asset management of a number of different property classes.

  • Redevelopment of 30 Grosvenor Square – Advising Qatari Diar on the redevelopment of the former US Embassy, a Grade II listed building, into a new hotel, retail and event space. Advised across all aspects for the development, including procurement, construction and financing.
  • Development of Chelsea Barracks - Advising Qatari Diar on the high profile multi-phase redevelopment of the 12.8 acre Chelsea Barracks site, London SW1, including construction, real estate and financing aspects,
  • Get Living – Advised Get Living in relation to multiple forward fundings of build-to-rent developments in major cities and suburban neighbourhoods comprising over 1,000 homes to rent and commercial, retail and associated public realm aspects
  • Development of LCY-10 data centre – Advising Echelon Data Centres on the  procurement, construction and financing aspects of the redevelopment and enhancement of a 12,000 sq m data centre with 20MW capacity in London Docklands.
  • The Crown Estate – Advising The Crown Estate in relation to the construction aspects of their central London portfolio spanning Regent Street and St James’s including Capex projects and ongoing asset management.

VAT invoices and the final date for payment

In its recent decision in Lidl Great Britain Ltd v Closed Circuit Cooling Ltd (t/a 3CL) [2023] EWHC 2243 (TCC), the TCC provided some helpful guidance around the statutory payment provisions in the Housing Grants, Construction and Regeneration Act 1996 (Construction Act 1996) with which all construction contracts are required to comply. In doing so it reinforced Cockerill J's comments in an earlier case, Rochford Construction Ltd v Kilhan Construction Ltd [2020] EWHC 941 (TCC) and highlighted, yet again, the importance to employers and contractors of ensuring that their construction contracts comply with the Construction Act 1996.
