Biography

Raymond undertakes commercial construction work, advising clients on procurement strategies, contract structures and development funding arrangements. He assists developers, contractors, consultants and public authorities in the real estate, hospitality and leisure sectors to deliver major infrastructure and property development projects.

Raymond also advises on a wide range of contentious matters involving arbitration and litigation proceedings, with a particular focus on construction disputes. He provides both dispute resolution and dispute avoidance advice to major construction clients in relation to building and engineering projects. His practice covers various construction issues, including matters relating to defects, delays to completion, variations and payment.

Raymond is qualified to practice in Hong Kong SAR and New York, and is a Fellow of The Chartered Institute of Arbitrators. He speaks fluent English, Cantonese and Mandarin.

  • Advised a pre-qualified tenderer on procurement method, contracting structure, legal risks analysis and clarifications of tender documents for the purpose of tender submission for a Hong Kong SAR sports park public-private partnership infrastructure project.
  • Prepared master suite of contracts for a Hong Kong SAR statutory authority on the procurement of a public-private partnership for the build, operate and transfer of an arts, culture and exhibition project.
  • Advised a leading railway operator on an overhaul of the standard conditions of contract for engineering and capital works projects to be adopted throughout its major works in Hong Kong SAR.
  • Counseled client on its negotiations with the Macau Government in relation to the provision of operation and maintenance services to the first light rail project in Macau.
  • Prepared onshore and offshore engineering, procurement, and construction contracts for an industrial waste power plant project in Thailand for a Japanese trading house turnkey contractor.
  • Prepared, reviewed and negotiated project documentation for multi-year capital improvement works and for renovation and rebranding of hotel and entertainment amenities of an integrated resort developer in Macau.
  • Advised a joint venture client of a lead US resort developer and Korean contractor on preparing consultancy agreements for both international and local consultants for an integrated gaming resort project in South Korea.
  • Advised an industry leading US power contractor on a range of engineering, procurement, and construction contracts for delivery of large-scale turnkey solar installations, natural gas liquefaction units, and electric generating facilities.
  • Prepared contract documents for a Hong Kong SAR statutory authority in relation to the construction of the third runway project at Hong Kong International Airport.
