Biography

Daron is an associate in the firm’s Energy, Environment, and Infrastructure practice. Daron brings a broad range of practical and technical experience to the firm and regularly advises clients on enforcement and compliance matters under CERCLA, RCRA, the Clean Water Act, the Clean Air Act, the Safe Drinking Water Act, and their state and local law equivalents. As a member of the firm’s PFAS Team, Daron leverages his knowledge of the fast-moving regulatory landscape to help clients make informed business decisions and mitigate litigation exposure. Daron also has extensive experience with federal, state, and international climate change laws and regulations. Daron regularly advises clients on California’s climate disclosure statutes—SB 253, SB 261, and AB 1305—and has familiarity with the international corporate and accounting standards that underly pending legislation in other states.

In his transactional work, Daron assists clients in allocating environmental risk for the sale, lease, development, and redevelopment of impacted properties through contract drafting, negotiations, and insurance. Daron frequently collaborates with environmental contractors and professionals to develop technical documents that align with client goals and minimize regulatory involvement. Daron has supported solar developments, assisting project proponents with necessary environmental diligence to ensure permits are secured, risks identified and allocated, and construction begins on schedule.

Prior to joining BCLP, Daron worked as an Attorney Advisor at the Environmental Protection Agency in San Francisco, handling a variety of administrative and judicial enforcement, permitting, and counseling matters under the Clean Water Act and the Safe Drinking Water Act. Prior to EPA, Daron served as an Assistant Corporation Counsel at the New York City Law Department, litigating a variety of First, Fourth, and Fourteenth Amendment cases from complaint to trial in federal court.

HFC Regulation: Navigating Impacts to a Fast-Growing “Climate Control” Industry

Climate control technology is increasingly a focal part of modern society’s expectation to have sophisticated supply chains, particularly relating to perishable items such as pharmaceuticals, raw products, and food. The United States federal government and state governments have been actively working to regulate hydrofluorocarbons (HFCs), which are critical to refrigeration and the quickly evolving supply chain. This article provides a survey of United States legal obligations that may impact everyday business decisions regarding the production, use, and transport of HFCs, and what industries may expect as the regulations continue to develop and take force.
