International contractors are increasingly focusing on Saudi Arabia’s construction sector, which plays a pivotal role in implementing Vision 2030 to transform the Kingdom into a financial, manufacturing, and tourist powerhouse. However, setting up operations in Saudi Arabia presents challenges, particularly due to the rapid modernization of laws and regulations affecting the construction industry. Notably, the Civil Transactions Law, which codifies relevant Sharia law principles, came into force on 16 December 2023 and sets out key rights and obligations relevant to parties to a construction contract.
